A practical guide for car dealerships: which dormant customers to contact, the rules that decide who, and how revenue-share pricing works.

Short answer: a car dealership already holds its best marketing list. Past buyers, service customers and people who once asked about a car are on record in the dealer management system and the CRM. Database reactivation is the work of contacting the ones who have gone quiet, lawfully and with a reason to reply, and counting only the revenue that actually comes back.
This guide is for franchised and independent dealers and dealer groups in the UK and the Nordics, and for the people who own the customer data there: the dealer principal, the aftersales manager and whoever runs the CRM.
A car is a long purchase cycle. Between buying one car and the next, most of the contact a customer has with a dealer is through the workshop, and that contact drifts. Customers move house, try an independent garage, or simply stop hearing from you. Enquiries that never became a sale sit in the CRM with no follow-up. None of this needs new advertising spend to address; it needs a clean list, a lawful basis to contact each person, and a message worth answering.
Each segment gets its own message. A service reminder and a vehicle offer are different conversations, and mixing them in one email makes both weaker.
United Kingdom. Under PECR, marketing by email or text to individuals needs consent, with one exception the ICO calls the soft opt-in: the person bought, or negotiated to buy, a similar product or service from you, and was given a simple way to opt out when their details were collected and in every message since. It does not cover bought-in lists. Sole traders and some partnerships are treated as individuals.
Service messages are different. The ICO's guidance says a message that is neutral in tone and contains no active promotion is unlikely to be direct marketing, while one that promotes and encourages action is likely to be. A plain reminder that a service is due may be a service message; the same reminder with a discount and "book now" is marketing. If in doubt, treat it as marketing.
Norway. Markedsføringsloven §15 requires prior consent for marketing email and SMS to individuals. The exception is an existing customer relationship: the address was obtained in connection with a sale, the marketing covers the business's own products of the same kind, and the customer can opt out easily and free of charge when the address is collected and in each message. Guidance on the rule indicates that a one-off purchase usually does not create a customer relationship, but a car, where ongoing contact is natural, can. Unconverted enquiries fall outside the exception.
Finance. Many dealers introduce customers to finance under FCA credit-broking permissions in the UK. A message that invites someone to take up credit is a financial promotion with its own rules (CONC 3 in the FCA Handbook). Keep finance offers out of reactivation messages unless your compliance lead has approved the exact wording.
Database Reactivation is €1,500 setup plus 30% of verified collected revenue. Inside the M3 and M4 retainers the setup is €0; the 30% share is never waived. The share applies only to qualifying deals: closed and invoice-collected within 90 days of that contact's first campaign touch, from contacts who clicked or replied. Unpaid invoices, unbilled quotes and collected VAT are excluded. Excl. VAT/MVA, none added while we are not registered.
As an illustration of the arithmetic, not a forecast: if a reactivated service customer books a job that is invoiced and paid at €400 inside the window, the share on that job is €120. The same percentage applies to every qualifying deal, including vehicle sales, so decide which segments go into the campaign with that in mind before the list is frozen.
Nothing here is a promise of revenue. A campaign can return little from a list that is old, thin or mostly without a lawful basis, and that is something we would rather tell you before you pay a setup fee.
If you want to know whether your customer data would support a campaign, book a free 20-minute consult and bring a rough count of past buyers, service customers and enquiries, with the date each was last contacted. That is enough to tell whether the numbers justify the work.
